The syrup and condensed milk used in that ice are handmade every day.
Konana (こなな ルミネ池袋店)
Konana located in the Rumine shopping center at Ikebukuro station. The looks are typical Kakigori though, you realize when you keep eating, there is a special source you can taste in the ice. You can enjoy the different for taste and texture.
Miharadou(三原堂)
Miharadou is a Japanese confectionery store that you can eat and take away as a souvenir. There are some nice Japanese sweets. But in the summer season, Kakigori is the most popular menu. Also, this shop has been around for a long time. You can eat simply and tasty Kakigori in here.

3min from east exit Ikebukuro station. Yukinoshita is well known for the pancake restaurant also, Kakigori especially in the summer season. The restaurant is somewhat big can seat 60 people and there is also a place to play music band. You might think once you look Kakigori here compare with another store. The size is half of the usual Kakigori. But you'll realize better than expected ice quality which is close to gelato.

Kyo・Chabou TSURU is a shop that has a long history. It started 1803 and keep running until now. It has a strong Japanese atmosphere which is calm. The ice here is it's not popular which is fluffy, rough one but good-old one. It's worth trying as rare these days.
